June 11, 2009, I had my vacation leave so that I can attend to renewing of my Electronics and Communications Engineer (ECE) License, it’s about to expire on my birthday. So me and my friend Chelly had this date. I woke up very excited, prior to that I already prepared and printed a PDF form from Professional Regulation Commission and prepare for the necessary requirements such as photocopy of ECE License card etc..
I am a late but Chelly didn’t mind so we walked excitedly while chatting and as we entered the gate we noticed that that there was a long line everywhere. According to the procedure we can directly go to Window 16 but there is a heavy line so we waited and chat more. When our time had come, the lady told us that we should get a form from Information Area, okeyyyy! Downloadable file from their site is invalid! Who posted that thing!
Nevertheless, since it’s still early and I am in my ‘good’ mood, we went back and get the form in Information Area. This guy gave us a back to back long bond paper form,
‘It’s the new law from ECE, according to the old guy from Info Area.
‘Uhh, hello! Sir we are going to renew our license not to have an oath taking?!’
Still the guy insisted and gave us a direction to go back to Window 16, so we filled up the form. And when we checked the requirements, we were short of 1×1 picture, notarized form, brown envelop, tax certificate, and 2 stamp from the Window which almost 50+ people are waiting!
‘Putik! Why do I need to notarized this thing and have this stamped?!’
So we went outside to complete the out-of-this-world requirements. Got back to long line of Windows 16. And finally!
‘You need a good standing from Institute of Electronics and Communications Engineers of the Philippines (IECEP), it’s in the Ever Recto’ said the lady from Window 16.
‘Whhaaatttt?!’
Again, what is a ‘Good Standing’ from IECEP for? Are we in ‘Bad Standing’?! Is this a scam because I never heard that we need a Good Standing from anyone who renewed their license? Since it’s almost lunch time, we decided to go to Ever Recto and asked the Good Standing from IECEP. We met this guy who guarded the IECEP booth.
‘Yes, you can get a Good Standing in here with a three year membership from IECEP worth P 1,050.’
‘Hallerrr!’
What is this guy talking about? I am just going to renew my license; I am not going to take an exam or something! If government agency will not change might as well gave back the taxes we religiously pay monthly!
So after thinking if we still push through this renew of license, we paid the membership fee and get the d@mn Good Standing! FYI, I asked the guy what’s the benefits as a member of IECEP..
‘Training and seminars.’
All of my college day I was a member of IECEP and it was like there was a training once a year and you have to buy a ticket to attend and get the membership card after waiting for how many months.
We did continue to go back to Professional Regulation Commission (PRC), after waiting again for Window 16, the guy told us that we can go to Window 27. The lady in Window 27 told us that we should go to Window 15 so we went to Window 15, then after talking to person in charge he instructs us to go back in Window 16! This is really great! I was more exhausted than having a very very very toxic day in office.
Finally, we were able to talk to the lady in Window 16 and confirmed that the requirements is complete except for the fee, we still need to pay the renewing of license worth P 1,050.
After we paid the fee, we went back to Window 16 (I love Window 16!), the only good thing that happened is that they opened Window 15 so that they can accommodate the long lane in Window 16.
I think I’m not going to renew my license again after three years. My first experience in renewing my license and hopefully not my last!. So much for Professional Regulation Commission (PRC) Service.
